Founder and Principal
Fred Bonaventura MACE AFIML is a highly respected educator, vocational education specialist, auditor, consultant, and Registered Training Organisation (RTO) expert with more than four decades of experience spanning secondary education, vocational education and training, regulatory compliance, quality assurance, and organisational leadership.
From 1981 to 1994, Fred worked as a Senior Secondary School Teacher, concurrently holding numerous leadership positions including VCE Co-ordinator, VASS Administrator, Year Level Coordinator, Head of Commerce, and VET in Schools Project Manager. He remains a fully registered secondary school teacher with the Victorian Institute of Teaching (Registration No. 155754).
In October 1994, Fred established Vocational Pathways Consultancy Services Pty Ltd, a consultancy specialising in vocational education and training services for secondary schools. Through the firm, he successfully negotiated service contracts with the Catholic Education Commission of Victoria, the Association of Independent Schools of Victoria, the Victorian Department of Education, the Association of Independent Schools of Queensland, and the Career Education Association of Victoria. During this period, he also developed a substantial corporate client base for organisations seeking registration as Registered Training Organisations (RTOs), with more than 200 organisations engaging the consultancy by 2002.
In 2002, Fred successfully registered Vocational Pathways as a Registered Training Organisation (RTO 21230). In the same year, he secured a significant services contract with the Catholic Education Commission of Victoria, resulting in Vocational Pathways being appointed as one of only four RTOs authorised to provide auspicing services for vocational education and training programs in Victorian Catholic secondary schools. He subsequently established agreements with independent and government secondary schools throughout Australia.
By the time Fred sold his interests in the organisation in 2018, then operating as Ripponlea Institute, the RTO was providing auspicing services to seventy-five secondary schools across Australia, supporting more than 3,000 students and over 120 trainers. In recognition of his contribution to vocational education and training, Fred was accepted as a nominee for the Lifetime Achievement Award at the Australian Training Awards in 2014.
Fred has also contributed extensively to language education and course accreditation. He worked as an accredited course consultant for the re-accreditation of the Certificates II and III in Applied Language. In 2018, he initiated and funded a project dedicated to the revival, promotion, and preservation of the Languages of Australia's First Nations Peoples. The initiative supported the development and implementation of the 10949NAT Certificate II in Applied Language and 11074NAT Certificate III in Applied Language in secondary schools in Alice Springs and the remote communities of Yuendumu and Nhulunbuy.
In June 2019, Fred joined the Australian Skills Quality Authority (ASQA) as a Lead Auditor within the Melbourne Regulatory Operations team. His responsibilities included audits relating to extensions to scope, re-registration, initial registration, and providers involved in matters before the Administrative Appeals Tribunal (AAT). He earned recognition for consistently delivering thorough and comprehensive audit reports within demanding timeframes.
A notable achievement during his time with ASQA involved leading an evidence review for a provider with long-standing matters before the AAT. Working closely with ASQA's legal team, Fred represented the regulator during conciliation proceedings and played a key role in successfully resolving all outstanding issues to the satisfaction of both parties. He continued to collaborate extensively with legal teams on matters relating to regulatory compliance and risk management within the vocational education sector.
In late 2020, Fred established RTO Associates, a specialist consultancy practice focused on providing expert witness services, compliance advice, and strategic guidance to legal practices and Registered Training Organisations throughout Australia.
Fred is a Member of the Australian College of Educators (MACE) and an Associate Fellow of the Institute of Managers and Leaders (AFIML).
